¢ Visitors' Reports
¢ Vintage Update -- Goronsky via Gordy Down on entries--has been phoning competitors; some just procrastinating. Had not anticipated the NHR West effect. Per Grantz, ARC is not running. Entry deadline is Oct. 1; Gordy to do a Drivers Meeting letter for acceptance package which office will start sending Oct. 13. Smith to be T&S Chief; Registration will distribute rental transponders that have been pre-rented though the Region office.
¢ Solo II Update -- Nemy Reported a medical incident at the Aug. 29 event; a medical report was filed with National. Nosler working on getting more current financial results each month. SFR had a good showing at the Topeka Solo II Nationals; eight first place trophies and 24 overall. Nemy, who attended, reported it was a great event. First Slush event held last weekend at Golden Gate Fields; seven Slush events remaining. Bay Area and Fresno chapter combined event is still on schedule for Oct. 10. Bay Area is looking for a new Solo II Chief for next year since Nemy has served for three years and is currently running for the SFR BoD. Nothing new on Solo II site and no response from realtor regarding renting. Don't know if site is still available.
¢ Rally Update -- Harriman and Grantz Santa Cruz Co. Fairgrounds decided not to rent to us due to concerns about noise and speed; won't pursue further. School and last Rally Cross are scheduled for Oct. 16-17 at TH. All expenses for the TSD Rally have been turned in. BoD expects Rally program to be financially self contained. There are no plans for BoD approval of Rally financial support for either NorPac or National convention. Grantz distributed an email from Pete Soper that stated that SFR has been requested to sanction the Mammoth Lakes and Owens Valley National Course Rallies out of Bishop over Memorial day weekend. No decision was made by BoD. Upcoming decisions by National SCCA may effect SFR position. ¢ Concours Update -- Gordy The Round Hill Country Club Concours in Alamo, scheduled for last Sunday, did not take place; don't know why. Serrano Country Club in El Dorado is on schedule for this coming Sunday.
¢ Competition Director Update -- All BoD held a conference call on Sept. 14 to discuss the 2005 Schedule with Archer. It is still under development since dates are not confirmed with LS and Infineon. TH is waiting for a confirmed SFR schedule so they know which dates are available for other groups. It has been confirmed that we do not need approval from other NorPac Regions to hold the planned Double National. Action: Gordy to follow up with Reno Region on their involvement this year.
¢ 2004 WSC Office is still wanting for a schedule, list of classes, and entry fees for different groups. Action: Gordy to follow up with Archer.
¢ National BoD Update -- Pitts via Gordy Terry Ozmont, from the Chicago Region, has been named the new Director of Club Racing. She started Sept. 1. Grantz reports that the national membership database is now correct, but it is still not in an automated form. Gordy reports that we are trying to get the position of NorPac Executive Steward back into SFR.
¢ Thunderhill Report -- Vodden via email Financially, the track continues on its eleven year trend of doing well. Competition in the form of Riverside Motor Sports Park, the Reno Fernley Raceway and other existing tracks does not appear to be an issue for 2005 but the delay in setting the SCCA schedule does cause some potential customer to shift to these venues rather than waiting. Track public relations remain strong within the Willows and Glen County community. Smith reported that the berms have been extended at Turns 1, 6, 9, 11, and 14. Asphalt that has been laid near the shops may not be ready for this weekend. Notices will be posted. Smith states TH is exploring the concept of moving the existing office building, after refurbishing and adding a bathroom, to the other side of the gas pumps. This would place it closer to the gate.
¢ Recycling Champions Report -- Vodden via email Not encouraging for another renewal.
¢ Region Report -- Vodden via email BoD feels the current Region reports are not what we need for the consulting fee paid. Action: BoD, via the RE, to give direction to Vodden to seek and pursue economic opportunities for SFR, such as the ORC grant.
¢ Region Administrators Report -- Grantz Much of the office report is elsewhere within the minutes. However, Oct. is the busiest month of the year with four races in six weeks. Separate supps are required for SMC, Vintage and WSC. It was pointed out that with the size of SFR membership, it is impossible to do a 100% update of the database and we need to try to return to automatic software imports as soon as possible. Providing a complete accurate list of all active members for the Oct. ballot mailing will be a time-consuming process. Schedules for upcoming Regional events have been approved and sanctioned. SMC at ALMS and the Vintage event are ready for sanctions to be issues when Club Racing returns from the Runoffs. Office obtains temporary insurance for rented tow trucks for Pro events (Historics, Champ Car and ALMS at LS).

Motion (McClellan/Smith): To approve Treasurers Report as of August 31, 2004. Passed--Unanimous.
¢ Old Business
¢ ITA - SM Mid-year Supps Change -- All ITA tire rules change which allows them to run with SM was discussed at July BoD meeting; Grantz recalls BoD instructing her to submit Supps changes to National, which was done and approved. National has subsequently notified SFR that the change will apply only through this coming weekend. The Club Racing Board will address this issue at the National level for 2005. Even though the ITA drivers have submitted a petition to not enforce the change, this cannot be done since there is no way to change the Supps at this time. Action: Smith and Nosler will talk with the George and Lois Ott and Alan Hamilton to explain the situation. Allen will be asked to join them. BoD recommends that in the future Supps not be changed mid-year except under extreme circumstances, such as correcting an obvious error.
¢ 2005 NorPac Update -- Gordy NorPac meeting is scheduled for Jan. 7-9, 2005 at The Atlantis in Reno. This is the weekend prior to SFR Annual Awards Banquet.
¢ Infineon Regl/Champ Cars/TH Regl Recap -- All Infineon Regional had an exceptionally large number of SM entries which required McClellan, the Chief Steward of that event, to obtain permission from the NorPac Executive Steward to allow more cars than provided by the GCR based on track length (63 maximum allowed). A 10% overage (69) for Practice and Qualifying and 5% (66) overage for the race was approved for this event only. McClellan commends the Region office for the preparation work they did with all the SM entrants and keeping her in the loop. The BoD wants to commend all the crews for the excellent response and team work at the beginning of the Group 2 race. This was most likely the largest incident SFR has dealt with and all crews pulled together. A total of 16 cars were badly damaged, but only one driver required transportation to a hospital and he was able to return to the track later that day. Champ Cars had many workers including F&C volunteers from other states and countries. Gill Campbell announced that Champ Cars had signed a contract with LS for next year at the same weekend. There is also talk of a Champ Cars event though the streets of San Jose next year. The TH Regional was an excellent event with over 220 entries and everyone seemed to have a fun time. F&C appreciated the new platforms at Turns 3 and 9.
¢ 2004 Election -- Grantz Six candidates have filed for the three BoD positions and one for the RE position. The plan is to start mailing out ballots with candidate statements Oct. 21; they must be returned to the office by 5 PM Nov. 8. Action: Gordy to request Ian Cook's old shop for the counting on Nov. 9.
¢ Moscone Car Show -- Gordy/Grantz Scheduled for Nov. 21-28. Grantz suggest BoD members staff evenings from 6-10 PM. Assistant chiefs for volunteer staffing, display set-up, and Solo II cars have been recruited. Working on cars for displays and F&C display with demos during the show. We'll have about two thirds space as last year. Wayne Coturri has contacted Meguiar's for sponsorship as well as other reusable items. Motion (Smith/Nosler): To authorize Coturri and Grantz to spend same amount of funds as last year. Passed--Unanimous.
¢ New Business
¢ Volunteer Response Position -- Smith Data collection by volunteer is not working well. Asks if we should be thinking about making this a part time position? Is there enough return on investment? Smith thinks it may need to be part of the Regional office. Nosler thinks there should be administrative follow up with chiefs on volunteers. Action: Smith and Grantz to further define and update at Oct. BoD meeting.
¢ SMC Driver Grid Problems at SMC -- McClellan As noted previously, SM entries required approval to run more cars than allowed by the GCR. Even with the exception approved by the NorPac Executive Steward, a wait list occurred. Driver Richard Matkovich was third on that list. On Sat. morning of the event, he was allowed to late enter because of three withdrawals. However, due to an error on the master sheet at Registration, he was not listed as a qualifier for the SMC race and was held at Grid, thus losing many positions. Chief Steward McClellan instructed Grid to allow him to run at the back of the pack. Although he regained many of those positions, he was penalized due to no error on his part; the BoD thinks we should make an effort to partially compensate him for his problems. Motion (Nosler/McClellan): To credit Richard Matkovich $150 on his next entry for any SFR SCCA event. Passed--Unanimous.
¢ SCCA Foundation Relief Fund -- McClellan The Foundation has set up a relief fund for SCCA members from Florida who have been hit so heavily by the recent hurricanes. Does SFR want to make a donation? Action: McClellan to contact Foundation for information in order to make an informed decision.
¢ Runoffs -- Gordy/McClellan Both attended the Runoffs as volunteers--Gordy as a Steward of the Course and Pace Car Driver and McClellan as an Assistant Operating Steward in Race Control. Both recommend that SFR leadership needs to experience the Runoffs from either a driver or a volunteer standpoint. Over 700 entrants were represented and over 600 Race Officials made this event happen. SFR had a number of drivers and volunteers represented.
¢ Liaison Reports -- All
¢ Chiefs -- All BoD recognizes that the Chiefs need to be in a leadership positions and we expect the Chiefs to be cheer leaders for SFR. Liaisons need to discuss expectations with the chiefs. BoD should be looking at chiefs who need to be replaced.
¢ Social -- McClellan ALMS Worker Dinners will be served Thurs., Fri., and Sat. nights because of the demands on the on-course workers. Normally dinners would be served only Thurs. and Fri. nights, but because cars do not come off course until after 8 PM on Sat., the Region will serve Sat. night dinner. Chief Fran Perry has requested that Malinda Jaroch be named as a Co-chief. BoD approves. Also Fran asked if Ann Hall could be listed as Social Chief for Infineon events. BoD recommends that Perry and Jaroch feel free to designate Ann as the Asst. Chief in charge of Infineon events.
¢ Sound -- Allen Donna Duffey has moved to Colorado. Need a new Chief, which he is looking for. ¢ Tech -- Smith New Tech trailer was in place for the Regional event at TH; needed bigger windows which was accomplished.
¢ T & S -- Smith Will be providing services for SMC and GoKarts only at LS ALMS.
¢ Worker Trans at TH -- Harriman Reports that Tim Linerud will have limited use of his truck for the next two TH events. BoD wants to know what has happened to the bus which was donated by Dick Raymond. Action: Harriman to follow up with TH.
¢ Registration -- Harriman Pre-registration does not appear to be an option for ALMS since the Chief had not yet received the credentials. Because of the SMC race on Sunday, there is a need for extending Registration hours and being available on Sunday. Action: Harriman to follow up with Chief.
¢ Executive Session (provided under separate cover)
¢ Correspondence Mitch Wright, VP and General Manager of SCCA Pro Racing, sent an email thanking all of the SFR staff that worked the Champ Car weekend on behalf of SCCA.
¢ Remarks for the Good of the Order F. T. Elliott, a Life-Time Member of SCCA and SFR, and D. T. Watson, a former SFR Starter, recently passed away. Donations in their names have been sent to SCCA Foundation. Nosler reported that Buttonwillow had two serious incidents this past weekend. One involved motorcyclists and another during on course drive arounds. Pointed out that SFR needs to make sure that our drive arounds are controlled by a Safety/Pace car.
